Changing Everyday Behaviour One Decision at a Time

Parking might seem like a small everyday decision, but when vehicles block pavements, junctions or dropped kerbs, the consequences can be significant. For parents with prams, wheelchair users, people with visual impairments and emergency services, inconsiderate parking can quickly become a safety issue.

Ards and North Down Borough Council wanted to encourage drivers to think differently about where and how they park. The challenge wasn't simply to tell people the rules; it was to make them understand the real-world impact their choices have on others.

Our approach to bringing this campaign to life

Whitenoise was commissioned to bring this campaign to the public through a co-design process, engaging with the Over 50s Council and Disability Forum.

From concept development through to creative production and rollout, our team worked closely with Ards and North Down Borough Council to deliver a campaign that balanced authority with empathy. Our approach was rooted in understanding of the personal experience and sharing lived challenges people encounter not only in Ards and North Down Borough but across the country and beyond. 

The creative centred around simple but powerful messages that highlighted how inconsiderate parking affects everyday lives. By putting vulnerable road users at the heart of the campaign, we encouraged motorists to see parking through someone else's eyes. As a result, the creative is instantly recognisable, accessible and memorable across every touchpoint. Rather than lecturing drivers, it encourages reflection - showing that considerate parking isn't simply about following the rules, it's about protecting neighbours, families and communities.

This campaign will be live throughout 2026 and 2027, across outdoor advertising, digital channels, social media and supporting campaign assets, where the message is consistent:

You have a choice, we don't.

The results so far?

Since launch, the campaign has generated significant regional and national media attention, helping extend its reach well beyond the Borough.

Coverage appeared across local and national publications including the Belfast Telegraph, Belfast Live, Birmingham Mail and GB News, amplifying the campaign's message to audiences across the UK. The widespread coverage demonstrates how a local behavioural change campaign can resonate far beyond its original audience.

More importantly, the campaign has sparked conversations about the everyday impact of inconsiderate parking, encouraging motorists to think twice before leaving their vehicle.

Within the Council's faebook page, the campaign launch video was shared to an audience of 400,000+ online viewers, and within the first three days recieved over 100 comments from local people noting the strength of the message.
